Council member Charles Allen will lead a panel discussion of stakeholders and community on the motivations that lead youth to carjack; and the way the District’s justice system holds them accountable for their actions.

The discussion will be based on the following two articles on carjacking published in the Hill Rag and East of the River Newspapers: “Why Do Kids Carjack?” and Carjacking is “No Big Deal”
